This can span from (1) reviewing the current public services (e.g., in Estonia) and assessing the level of their personalization and/or proactivity (systematic review, assessment of thereof (perhaps interviews) with the further identification of scenarios and "research agenda"), (2) analysing scenarios, in which proactivity and/or personalization are "must" and, in which, services should not be made as such, (2b) examination of scenarios coming from the real-world (interviews/surveys with real users/companies), (3) systematic literature review on proactive and/or personalized public services coupled with the emerging technologies, identifying which technologies are able to facilitate transition towards proactivity, and which create a new risks. (with the further identification of scenarios and "research agenda")
