Evaluating the Quality of AS Regios Geocoder

Abstract
The goal of this thesis was to evaluate Regios geocoder and find methods how to improve its quality. Because changing software code, what is already in use, needs more human work hours, then this paper concentrates on changing small parts of code or just changing geocoding settings.
The thesis examines interactive and automatic geocoding. For both of them were found methods that would make geocoding give better match rate but not lower precision. Also suggestions to add point of interest (POI) data to addresses, so there would not be a need for two different searches for addresses and point of interest data. The thesis also describes a few methods what would improve match rate, but would increase probability of lowering match precision.
This thesis also compared Regios geocoder with other probable competitions for geocoding in Estonia. And comparisons showed that some other geocoders had functionalities what Regio geocoder did not, but overall for geocoding in Estonia, Regios geocoder was the best.
This thesis can be used for making Regios geocoder better and also to do additional research of geocoding or analyze this subject more thoroughly.
