Community-oriented Work of the Estonian Police on Social Media

Abstract
Like the police around the world, the police in Estonian use social media as one medium to communicate with their communities. The aim of the master's thesis is to study how Estonian police operates on social media. Firstly, the posts created by 26 Facebook police accounts over a period of six months were quantitively analysed, and then ten interviews were conducted with the managers of the police Facebook accounts. The results of the analysis of Facebook posts show that the differences between accounts are significant. The analysis of the interviews revealed that the Facebook account managers tend to lack special preparation for their online job. Based on the theoretical framework presented in the master’s thesis and the results of these studies conducted, the author compiled recommendations for the Estonian Police and Border Guard Board that would help enhance community-oriented police work on social media.
