Bottlenecks in the Analysis of Clinical Indicators: the Need to Provide Unified Ambulance Statistics in Estonia.

Abstract
The aim of the master's thesis is to provide an overview of the submission of pre-hospital emergency medicine statistics in Estonia and to make proposals for improving the situation.
In Estonia, the production of ambulance statistics is the responsibility of ten service providers. Each ambulance service provider shall provide statistics covering its authority. Unified pre-hospital emergency medicine statistics have not been presented in Estonia since 2015, when ambulance service providers switched to the new e-ambulance system. In 2018, detailed clinical quality indicators were created in Estonia to measure the effectiveness of ambulance work. However, the analysis of these indicators requires significantly more information about the further treatment of the patient than is available in the ambulance databases. Each service provider has its own "handwriting" in the presentation of statistics, and therefore it is not possible to make a single analysis based on the statistical data provided.
A goal model for motivational modeling of the ambulance as a sociotechnical system has also been created and presented in the work. The goal model helps to define the system as a whole, distinguishing between functional objectives and quality objectives, the roles needed to achieve the objectives, and key indicators measuring the achievement of quality objectives.
