Tracking personal data usage in Estonian information systems

Abstract
The data tracker initiative aims to allow citizens track the use of their personal stored in state information systems.

The purpose of this research is to study how the data tracker works, its features and limitations.

Possible research questions:
* What kind of queries will show up in the data tracker? Which parties provide information for the data tracker?
* What are the limitations? For example: (1) it is not possible to see which data fields exactly were queried; (2) who queried them (system or a specific employee); (3) reasons for the query made; (4) if the person has no digital prescriptions the digital prescription queries made will not get logged.
* GDPR gives right for data subjects to ask detailed information from data collectors about the use of their personal data. How well it works? Are Estonian state institutions able to fulfill this requirement?
