State-imposed website blocking in Estonia

Abstract
The Consumer Protection and Technical Regulatory Authority (TTJA) has the right to request that Estonian Internet Service Providers (ISPs) block their customers' access to specific websites.

The task of this research project is to investigate how the blocking is implemented by the Estonian ISPs.

Possible research questions:
- Which institutions in Estonia have the right to request the blocking of websites?
- What are the websites currently being blocked in Estonia? Some statistics and historical perspective would be useful.
- How is information about the websites that have to be blocked exchanged with the ISPs?
- What are the technical means used by ISPs to implement the blocking? Answering this question would require running various experiments from various Estonian ISP networks.
- How effective are the blocking measures? How hard would it be to bypass them?
