Radio transmission used by smart water meters in Tartu

Abstract
The water services company in Tartu (Tartu Veevärk AS) provides their customers with smart water meters "Kamstrup MULTICAL 21". These meters are able to submit the current water reading remotely using the Wireless M-Bus protocol. The readings are transmitted once a day at night and received by antennas located on the building at Opetaja 9, Tartu.

The task for this research project is to find out what data is transmitted over the radio channel and what are the related security and privacy risks of this setup.
A potential deliverable of this research project could be a solution that grabs all readings transmitted by the water meters and displays them in a web service.
